Recently, the People's Government of Ejin Horo Banner issued a notice on the Implementation Plan for Major Project Planning Actions in Ejin Horo Banner.

The Notice states that for modern equipment manufacturing projects, it is necessary to accelerate the construction of a green equipment manufacturing cluster, plan a number of upstream core parts R&D and manufacturing, midstream complete equipment manufacturing, and downstream integrated equipment manufacturing projects for wind and PV equipment, as well as projects such as hydrogen energy equipment manufacturing, ESS batteries, and ESS control systems, and projects for new energy heavy-duty truck R&D and manufacturing, and new energy charging facilities and equipment.

It is necessary to expedite the commencement of projects such as Phase II of the ChinaCoal Ordos Equipment Manufacturing Industrial Park, World Transmission Equipment, and Zhengneng's 40,000-mt magnesium smelting and manufacturing project, introduce deep-processing industries such as magnesium-based alloys and magnesium-based hydrogen storage materials, and build a green energy-intensive manufacturing industrial base. Construction investment will reach 6 billion yuan in 2025, and the total investment in reserve projects during the "15th Five-Year Plan" period will be 76 billion yuan.

Actively integrate into the autonomous region's new energy development strategy, build a modern energy system centered around the "integration of wind, solar, hydrogen, and storage", focus on attracting and planning the implementation of six types of market-oriented new energy consumption projects, including wind-PV hydrogen production, generation-grid-load-storage integration, and full self-generation and self-consumption, achieve breakthroughs in areas such as the coupling of "coal chemical industry + green hydrogen/PV power", and form a new pattern of green energy development featuring multi-energy complementarity and low-carbon efficiency. Promote the construction of projects such as Shengyuan Wind-PV Hydrogen Production Integration, Huadian Zhengneng Wind-PV Hydrogen Production Integration, thermal power flexibility transformation for new energy consumption, wind-storage grid-forming new energy, Shenhua Coal-to-Liquids 2.6GW new energy, and distributed PV, drive the realization of building-integrated PV in the workshops of new projects in the Zero-Carbon Industrial Park and the Hydrogen Energy Industrial Park, accelerate the construction of the Zero-Carbon Airport, and pilot demonstration projects for the comprehensive utilization of distributed hydrogen energy. Initiate the construction of the "Vehicle-Energy-Road-Cloud" and Zero-Carbon Energy Research Center, support the Ordos New Energy Research Institute in establishing an enterprise R&D center in the autonomous region, introduce and incubate more than 10 innovative enterprises in the new energy sector, and provide support for the implementation of new energy projects. Build a green hydrogen intelligent manufacturing ecosystem, relying on the Ordos New Energy Research Institute and the "Hydrogen Continent" project, and concentrate efforts to promote the transition of hydrogen energy technology from the laboratory to the industry chain. Construction investment will reach 2 billion yuan in 2025, and the total investment in reserve projects during the "15th Five-Year Plan" period will be 6 billion yuan.
